Community Mental Health Center¡¯s Balanced Performance Management System Focused on BSC Implementation in Gangdong-gu, Seoul, Korea

Abstract
Objectives£ºThe Balanced Score Card (BSC) is a strategic performance management tool that is designed to measure performance from various perspectives, emphasizes performance of the entire organization, and strengthens monitoring and follow-up action based on performance. Use of BSC is expanding in the public sector in recent years. This study examines the process of implementing BSC at Gangdong-gu Community Mental Health Center, which is the first community mental health center to introduce this management system.

Methods£º After deciding to introduce BSC in August 2008, Gangdong-gu Community Mental Health Center actually implemented this system in December 2008. In the process, outside experts were consulted and all the staff participated.

Results£º Under the vision of "living in harmony without discriminating mental problems, with providing optimal mental health services to Gangdong-gu people by forming a safe and dynamic mental health network", the Center established the strategic goals and strategic map with citizen, internal process, learning and growth in mind. Furthermore, it set the performance objectives and performance indicators for each strategic goal. The BSC at the Center can be characterized as follows: First, it was the first attempt to evaluate and manage performance of a community mental health center from various perspectives in a balanced way. Second, it shows the commitment by the Gangdong-gu Community Mental Health Center to become an active leader in carrying out its roles, rather than just being a passive organization where performance is measured by other administrative agencies. Third, it was not contracted out to an outside organization but implemented within the Center by all staff. Fourth, it is a balanced one where opinions by outside experts and Center staff members were reflected.

Conclusions£º This paper examines the process of implementing the BSC at GangDong-Gu Community Mental Health Center, the first in its kind; thus, the data can be useful for other mental health centers and related organizations trying to introduce BSC.
